Judge Thomas W. Cooper, Jr. was born in Sumter, South Carolina, in 1941 to the late Thomas W. Cooper, an electrician and automotive mechanic and the late Elizabeth Jeter Cooper, post mistress of the Town of Mayesville, South Carolina. He grew up in Mayesville, a small farming community in eastern Sumter County. He completed high school in 1959 and entered the freshmen class at USC that fall. At the end of the fall semester of his sophomore year, illness interrupted his college education (he was sick of school). In January of 1961, he took a job in a furniture factory in Sumter and worked diligently at that job until August of that year during which time his salary rose meteorically from $1.00 to $1.03 per hour (as a result of a minimum wage increase). He left that job in August of 1961 with callouses on both hands and with an enhanced appreciation of the value of a college education. He graduated from USC in May of 1963 with a B.A. degree in history. He took a job as a English teacher in the public schools of Clarendon county. He worked there until 1968 when he was engaged to marry Margaret Barringer Bland. He left classroom teaching and took a job in school administration in the public schools of Sumter County. After two years in school administration, he entered the USC School of Law in the fall of 1970. He commuted to law school while his wife worked as a teacher in the public schools of Sumter county. Following his graduation from law school in 1973, he joined Billy Coffey in the practice of law in Manning, South Carolina. In 1974 he was made a partner in the firm which eventually expanded to Coffey, Cooper, Chandler & DuRant with offices in Manning and Surfside Beach. He remained as a partner with the firm until his election to the Bench. He was elected as Circuit Judge of the Third Judicial Circuit in February of 1992 and served in that capacity until his retirement in September of 2006. As a Circuit Judge, he served on the Advisory Committee, Ad Hoc Rules Committee, and Commission on Judicial Conduct. In retirement, he continues to remain active, part-time, by holding court one week per month. Judge Cooper has been active in church work as a member of the Presbyterian Church since his youth. He grew up in the Presbyterian Church of Mayesville. In the Presbyterian Church at Manning, he has served as Clerk of the Session, member of the choir and a teacher of an adult Sunday school class there.
Ronald Hazzard is the Circuit Public Defender for the 15th Judicial Circuit. Prior to his appointment in 2020, Ronald served as Chief Public Defender for Georgetown County. Before that he was Senior Trial Attorney for the Georgetown County Public Defender Office from 2012-2013 and Senior Trial Attorney for the Horry County Public Defender Office from 2008-2012. Ronald graduated from the University of South Carolina with a degree in Political Science in 1984. He received his J.D. from the University of South Carolina School of Law in 1987.
Haley Hubbard was born and raised in a small town in Southwest Georgia, where her family still resides, but she has lived in South Carolina long enough to call it her second home. In 2014, she received her B.A. in Political Science from Mercer University in Macon, GA. After college, Haley moved to Columbia to attend the University of South Carolina School of Law, from which she received her J.D. in 2017. During her time in law school, Haley served as Corresponding Secretary for the Black Law Students Association, Articles Editor for the ABA Real Property, Trust & Estate Law Journal, and a student member of the John Belton O’Neall American Inn of Court. After becoming a licensed attorney, Haley worked as a Public Defender in Richland County for four years where she gained invaluable courtroom and trial experience. In 2022, she joined Ballard & Watson as an associate, where her practice consists of professional license defense, civil and appellate litigation, and professional responsibility and ethics. Haley is a member of the South Carolina Bar Association Professional Responsibility Committee and the Ethics Advisory Committee. Haley also serves on the Board of Directors for The Rainy Day Fund, a local nonprofit organization. In her downtime, Haley enjoys spending time with her family and friends, lazy Saturdays with her dog Bruno, Gamecock football, and binge-watching true crime shows.
Julie Hunter is an associate in the Columbia office of Clawson & Staubes, LLC, where her practice focuses on insurance defense, civil litigation, and professional responsibility. She also handles appellate work and has argued before the South Carolina Supreme Court. Julie helps law students and out-of-state attorneys become licensed in South Carolina and represents Bar applicants before the Committee on Character and Fitness and the Supreme Court of South Carolina. She has presented continuing legal education programs to statewide and national audiences and enjoys volunteering as a guest speaker in the annual Ethics Hot Tips CLE with the South Carolina Bar. Julie also serves as a member of the SC Bar’s Professional Responsibility Committee. Julie was born and raised in Elizabethtown, Kentucky, and graduated from the University of Kentucky in 2012 with a bachelor’s degree in political science. While in college, Julie was a member of Kappa Delta Sorority and served two terms as president of Tau Beta Sigma service sorority. She was an active member of the Wildcat Marching Band and Pep Band and served two years as the trumpet section leader. Julie attended the University of South Carolina School of Law and received her Juris Doctor in 2015. In law school, she was a peer mentor and the Associate Symposium Editor of the South Carolina Journal of International Law and Business. She also clerked for a local insurance defense firm for two years in law school. Julie was admitted to the South Carolina Bar in 2015 and to the Kentucky Bar in 2016. Before joining Clawson & Staubes, Julie was an Assistant Attorney General at the South Carolina Attorney General's Office, where she handled hundreds of post-conviction relief hearings and appeals across the state.

The City now enforces the parking meters Monday – Saturday from 9 am to 6 pm.
METER FEEDING WARNING: Our sessions will not be convenient for feeding the meter. Feeding the meter is illegal. The phone app will not allow you to feed the meter. City employees issue tickets for meter-feeding.
The maximum time is shown by the color of the meter
Blue meters 5 to 10 hours . Green Meters 2 hours . Silver Meters 1 hour . Red Meters 30 Minutes. They recently raised the price, so payment is by app.
