Who Should Attend:
MANDATORY for all Public Defenders and Indigent Defense Contract attorneys who handle juvenile defense cases and who have not previously attended waiver training.
RECOMMENDED for all Public Defenders who have not previously attended waiver training.
NOTICE: This training will be more comprehensive than what was offered at the PD Conference last year, so even if you have attended waiver training in the past, you are welcome to attend this training.

SPEAKERS
CAROLINE BICKLEY
Caroline Bickley graduated magna cum laude from James Madison University with a B.A. in Criminal Justice and a Minor in Writing and Rhetoric. During her undergraduate studies, she was selected by the Honors Program to attend Oxford University for two terms where she completed tutorials in International Law, Developmental Psychology & Abnormal Psychology.
After college, Caroline was a Teach for America Corps Member in Washington, D.C. She was a highly effective teacher at Imagine Hope Community Charter School and earned a Master’s Degree in Education from George Mason University.
Caroline earned her J.D. from William & Mary Law School in Williamsburg, VA. She moved to Charleston, SC and has been an attorney with the Ninth Circuit Public Defenders Office for the last nine years. In 2022, Caroline was awarded The South Carolina Public Defender Association Juvenile Defender of the Year.
NEKEYA CHAVOUS
Nikeya Chavous serves as a Division Director for the South Carolina Department of Corrections. In this role, Nikeya is responsible for the oversight of the Division of Young Offender Parole and Reentry Services for the Agency. Nikeya began her law enforcement career as a certified probation and parole agent for the South Carolina Department of Probation Parole and Pardon Services. In the 20 years following, Nikeya has amassed a wealth a knowledge through her other employment opportunities having worked with the Federal Bureau of Prisons, South Carolina Commission on Prosecution Coordination, South Carolina Department of Juvenile Justice and as a Director in the private sector. An alumnus of South Carolina State University, Nikeya is a native of Denver, Colorado.
MEGAN EHRLICH
Megan Ehrlich currently serves as the Chief Public Defender for Charleston County. She first joined the office in 2006 as a juvenile defender and spent over three years representing children in Family Court before moving to the General Sessions Division. She is a graduate of Emory University and the University of South Carolina School of Law. As a law student, she clerked at the Texas Civil Rights Project in Austin, Texas, and the South Carolina Appleseed Legal Justice Center under Sue Berkowitz. In 2017, the South Carolina Women Lawyers Association awarded her with the Martha Browning Dicus Award for Public Interest Law.
ALLISON FRANZ
Allison Franz is a staff attorney at Justice 360 in Columbia, South Carolina and adjunct professor of law at Cornell Law School, supervising the Capital Punishment and Juvenile Justice Clinics. Her practice is primarily devoted to capital post-conviction representation, representation of juveniles facing life sentences, and parole advocacy. She is a graduate of Cornell University and Cornell Law School.
Susan C. Knight, Ph.D., ABPP
Dr. Susan Knight is a clinical psychologist with specialization in forensic psychology. She has a Master’s Degree (M.A.) and Doctoral Degree (Ph.D.) in Clinical Psychology from the University of Louisville in Louisville, Kentucky. She completed a predoctoral internship in forensic and correctional psychology at the Federal Medical Center in Butner, North Carolina, with the U.S. Department of Justice. Subsequently, she completed a postdoctoral fellowship in Forensic Psychology with the Department of Psychiatry at the University of Southern California, Keck School of Medicine, in Los Angeles, California. Since 2009, she has been board-certified in Forensic Psychology through the American Board of Professional Psychology (ABPP).
Dr. Knight has worked treating and evaluating defendants in county, state and federal correctional settings, including the Twin Towers Correctional Facility within the Los Angeles County Jail. For six years, she was on faculty at the Medical University of South Carolina, Division of Forensic Psychiatry, teaching and training medical students, psychiatry residents and forensic psychiatry fellows in conducting forensic evaluations. She has provided lectures and invited talks to various groups of attorneys, judges and mental health professionals in the area of forensic psychology. She is presently employed in private psychological practice wherein she conducts forensic psychological evaluations for private and public legal entities, and provides consultation to court systems. She specializes in criminal forensic psychological evaluations including the assessment of legal competencies; criminal responsibility and mental state defenses; violence risk assessment; sexual offender risk assessment; mitigation/sentencing evaluations, and capital case evaluations. Regarding juvenile forensic assessments, she conducts pre-waiver evaluations in Family Court, and Aiken/Miller cases, in General Sessions, for JLWOP defendants. She holds adjunct faculty positions at the Charleston School of Law, teaching a course in Psychiatry and the Law, since 2011; and at Cornell Law School, since 2015, where she provides instruction and consultation to law students in the capital case and juvenile justice clinics.

SAMANTHA M. LUCK
Ms. Luck is a Juvenile Defender Advocate with the South Carolina Commission on Indigent Defense (SCCID). Prior to joining the SCCID, she served as a staff attorney at the SC Human Affairs Commission. Ms. Luck worked for nearly six years as a Juvenile Public Defender for both Richland and Lexington Counties where she became well-versed in the area of juvenile defense and advocacy. In addition to her work as a juvenile defender, she was as an attorney for Richland County Court Appointed Special (CASA), representing court-appointed Guardian ad Litems for children in the foster care system. Having started out her legal career as a youth advocate, Ms. Luck also has extensive knowledge in the area of special education law and worked at Disability Rights South Carolina (formerly Protection and Advocacy for People with Disabilities, Inc.) for several years. There, she represented students with disabilities in public primary and secondary education, ensuring the protection and enforcement of students’ rights under the IDEA, Section 504, and the ADA.
Ms. Luck obtained both her Bachelor’s Degree in Political Science and J.D. from the University of South Carolina. During law school, she clerked in the family court division for the Richland County Public Defender Office and during that time, also became a court-appointed Guardian ad Litem. She is a Certified Juvenile Training Immersion Program (JTIP) Trainer and was a participant in the 2017 JTIP Summer Academy. Throughout her legal career, Ms. Luck has been a strong advocate for youth in S.C. and believes wholeheartedly in fighting for the rights of children. She believes that by investing in community services and programs aimed at addressing the needs of youth, rather than incarceration, youth will have greater success at rehabilitation and better future outcomes.
Ms. Luck serves on the Board of Directors for Roses in Concrete South Carolina and is a member of the J.T. Farmer Advisory Board for the Law Offices of S. Chris Davis.
